If I protest my property taxes in Dallas, DCAD will flay my account for following tax years.

This is not true.  When DCAD reappraises, neighborhoods are almost always reappraised as a whole.  When a homeowner or property tax consultant protests property taxes the appraisal district does not mark the home to be reappraised the next year.  In fact, DCAD will often leave the new value lower for a year or two before the next reappraisal.
